The Health and Safety Representative – Offshore Oil and Gas Industry Refresher course is a one-day training program approved by the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA).

This course is designed for elected Health and Safety Representatives (HSRs) working within offshore oil and gas operations regulated under the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGSA 2006) and the OPGGSA (Safety) Regulations 2009.

Participants are eligible to attend this course 12 months after completing the initial five-day HSR Offshore Oil and Gas Industry training. The program reinforces and updates existing knowledge of offshore safety legislation, ensuring continued competence, confidence and compliance under the OPGGSA framework.

The course focuses on the key functions and powers of HSRs in offshore environments, including risk assessment, consultation, communication, and issue resolution. Participant will review legislative updates, revisit the fundamentals of hazard management, and explore strategies for promoting safety leadership and continuous improvement across offshore facilities.

This NOPSEMA-approved program ensures representaitives remain effective advocates for health and safety in complex and high-risk offshore operations.

Through reflective learning, peer support & practical application, participants will:

  • Utilise their experience to collaborate with peers and identify opportunities for safety improvement
  • Emphasise critical aspects of offshore safety, including risk assessments and legislative compliance
  • Identify and evaluate hazards in the workplace and recommend suitable control methods
  • Conduct effective workplace inspections in offshore operational environments
  • Conduct investigations into workplace illnesses, injuries and accidents to identify root causes and prevent recurrence
  • Communicate effectively on health and safety matters and represent employees in consultation and issue resolution processes
  • Describe the functions, composition and roles of a Health and Safety Committee
  • Resolve conflict and issue Provisional Improvement Notices (PINs) where appropriate under the legislation

Upon completion of the course, participants will be provided with a Certificate of Attendance approved by NOPSEMA.
