The Offshore Oil and Gas Health and Safety Representative (HSR) course is a five-day training program approved by the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA). This course provides elected Health and Safety Representatives (HSRs) with the fundamental knowledge and skills to effectively perform their duties under the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGSA 2006) and the associated OPGGSA (Safety) Regulations 2009.
The course applies to all elected HSRs working within the offshore oil and gas industry, including those operating on offshore production facilities, drilling rigs, and other petroleum operations under Commonwealth jurisdiction. Participants gain a comprehensive understanding of offshore safety legislation, consultation mechanisms, and the key responsibilities of HSRs in promoting safe operations in high-risk offshore environments.
Training focuses on the legislative powers and functions of a HSR, hazard and risk management principles, effective communication and consultation processes, and the procedures for investigating and resolving safety issues offshore. Participants will also explore incident response requirements, permit-to-work systems, and the relationship between operators, contractors, and the regulator under the OPGGSA framework.
This NOPSEMA-approved program ensures Health and Safety Representatives possess the knowledge and confidence to represent their workforce effectively and contribute to a positive safety culture within offshore petroleum operations.
Through reflective learning, peer support and practical application, participants will:
- Apply knowledge of offshore safety legislation in the role of a Health and Safety Representative
- Identify and locate information from a variety of legislative and regulatory sources
- Identify and evaluate hazards specific to offshore petroleum operations and recommend appropriate control methods
- Conduct effective workplace inspections within offshore environments
- Conduct investigations into workplace incidents, illnesses and injuries to identify root causes
- Communicate on health and safety matters and represent employees during consultation and issue resolution
- Describe the functions, composition and responsibilities of a Health and Safety Committee
- Resolve workplace conflict and issue Provisional Improvement Notices (PINs) when appropriate
- Contribute to fostering a strong safety culture and supporting continuous safety improvement across offshore operations.
Participants who successfully complete this course will receive a Certificate of Attendance approved by NOPSEMA.
